NOTE — To be honest, I’m not even if the White House has this "power" — but, their "legal limitations" have yet to impede their actions, so far.

No matter who wins the unhappy ones will scream fraud. There is no telling what the white house will do.

Edit: That is okay, voting is a form of civic participation.
Either heading would be proper.
